Speaking from experience, waterproof boots are useless for riding in the rain: they turn into watertight buckets. I wear sandals with goretex socks, pants, and jacket.

Ah, well, i don't know about boots. Although they may, perhaps, feel prettier than my beat-up bike shoes. I am mostly a fan of my neoprene booties, and dry socks at home. My feet get wettish, but they also stay relatively warm.
